Excerpts: Increased counter-terrorism decisions brought the EU in uncharted
territory, especially in the realm of Home and Justice Affairs, boosting
existing cooperation and furthering political integration to a degree nobody
would have imagined some years earlier.  What was created as the result of
urgent action, ultimately became a patchwork of decisions and mechanisms so
complex that even EU-officials - and not to speak the public at large - lost
oversight of what had been decided, who was doing what when and who implemented
what decisions.
